I grew up in Côte Saint-Luc and have lived in District 2 for 30 years, having been first elected to council in 2005 with 92 percent of the vote. I have a long record of extensive involvement in our community as a participant in municipal programming, a volunteer in a wide array of programs, a journalist, a communications specialist and 20 years of council service. In addition to my role on the city council, I serve as the communications and marketing manager for the English Montreal School Board, and I write for several publications, including The Suburban, The Jewish Standard and The Montrealer. I am also the founding editor of the special needs newspaper Inspirations.
Highlights from The Last Mandate
- No U-Turn Sign placed on Kildare Road, near Rembrandt, after mandating traffic studies.
- Secured the largest donation in Côte Saint-Luc history, $500,000 for the naming of the Max Margles Children’s Library.
- Voted against the first reading of the Côte Saint-Luc master plan, insisting upon better consultation where the Quartier Cavendish is concerned.
- As part of a committee planning for an upgrade of the power transmission system by Hydro-Québec, set to occur between 2026 to 2029, I lobbied successfully for a reduction of the number of towers in our community from 16 to nine. One significant large tower will be moved from the back of the Meadows condominium on Merrimac Road to the grounds of JPPS-Bialik.
- In this my first term as the city councillor responsible for Local Commerce, I introduced a Business of the Month program and a Côte Saint-Luc Real Estate Exchange Group.
- Successfully proposed that greenspace between Beth Chabad CSL and Bialik be dedicated to the victims of the October 7, 2023 Hamas terrorist attacks and that it be named Alexandre Look Place after the former Côte Saint-Luc resident who was murdered that day.
- Held a number of meet and greets at Rembrandt Park to seek resident feedback on facility improvements.
- Ensured that repairs were made to the Rembrandt Park Walkways
- Introduced a successful student intern program with Bialik High School
- Worked tirelessly to ensure that the new owners of five apartment buildings on Kildare Road and Sir Walter Scott were unsuccessful in their attempts of renoviction. In less than a year after the purchase, they sold the properties.
- Pushed for a traffic study on Cavendish Boulevard which produced a report that will see work begin in 2026 on the synchronization of the traffic lights
- Continued to vote against the Town of Hampstead using our snow dump on Marc Chagall while ensuring that our budget provided for the necessary funds to engage a company to cut down the large and messy hill that materializes after each winter.
- Saw to it that a new water fountain was installed at Isadore Goldberg Park, which was formally rededicated with the late former councillor’s family on hand.
- Worked towards the beautification of the large greenspace on Marc Chagall Avenue with trees, picnic tables and pathways, all dedicated in the memory of former Liberal Member of Parliament Sheila Finestone.
- Suppported the establishment of an orthodontist clinic and a kosher deli (Fin Gourmet sur l’Avenue) on The Avenue adjacent to the Quartier Cavendish.
- Worked closely with the owner of the office tower on Kildare and Cavendish in order facilitate the arrival of two medical clinics, a blood test centre, a pharmacy and a daycare.
- Ensured the continued survival of the committee that traps homeless cats and finds homes for kittens and injured felines by spearheading a special one-time fundraising campaign,
- Worked with the Department of Public Safety to introduce important revisions to our dog by-laws.
- Lobbied the Traffic Committee to install speed humps and elevated cross walks to Park Place, Merrimac Avenue, Sir Walter Scott and Marc Chagall to cut down on speeding.

Rental Buildings in District 2
Regularly responded to tenant inquiries and reached out to landlords, such as resolving ventilation and generator noise issues, advocating for necessary repairs and identifying bylaw violations.
District 2 Town Hall Meetings
I introduced this model 16 years ago and other members of council followed suit. These meetings pivoted to Zoom during the pandemic and increased in frequency through the establishment of a District 2 Advisory Committee. I also make regular walkabouts in the District while maintaining a daily dialogue with constituents in person, by telephone and via e-mail and social media. My blog at www.mikecohen.ca serves as a “go to” platform for my constituents to stay up to date on important matters related to the District and the city at large.
Communications and Public Affairs
I played a leading role in the initial creation of this city department in 2005, oversaw the development of our website, a newsletter delivered door to door, a monthly news page in The Suburban, spearheaded an agreement with Kazoo Digital for the introduction of our two electronic notice boards in the city and adopted a media relations and response policy.
Animal Protection
I was the first councillor to take on the portfolio of Animal Protection, where I oversee the Cats’ Committee Trap, Neuter, Release and Adopt program. Introduced a bylaw requiring outdoor cats to be licensed, and have engaged with officials from the SPCA and animal rights activists from across the country. Organized a Dog Run Advisory Group, arranged for the Dog Run on Mackle Road to be subdivided for small and large dogs, and created a consensus among council members to allow dogs on leashes in a limited number of parks. I am honoured to serve as a contact for all pet owners in our community.
Parks
Millions of dollars of investments have been made at Rembrandt Park, including equipment, the water pad area, a permanent picnic table, a new roof for the chalet and handicapped accessible washrooms, new basketball courts, soccer nets, benches, play equipment, lighting and tennis court upgrades. Significant enhancements were made to Isadore Goldberg Park, notably a new paved entrance via Marc Chagall. A new bylaw was introduced which prevents electric scooters in parks. I spearheaded the unveiling of Leonard Cohen Lane, between the City Hall parking lot and Marc Chagall, named after the legendary Montreal singer. In addition, I ensured the planting of new trees at Ashkelon Gardens, behind the library, where dead and diseased trees had to be felled.
Sponsorship
I introduced a process whereby corporate sponsors were obtained for events and activities by all departments, adopted a procedure for any future naming rights projects, met with business leaders in the community to assess their interest in supporting our projects and created a Bursary Program to assist families in financial need to register for Parks and Recreation programs. I also established a Parks and Recreation Bursary Fund to help local families who need financial help to register their children in recreation programs. This included channeling some of these funds through the annual CSL Golf Classic, which I co-chair.
Committees
I have chaired and co-chaired Canada Day festivities, The Maison Fleuries contest (now Gardens of Distinction), the annual Golf Classic, the Human Rights Walkway and Volunteer Appreciation ceremonies, 50th Anniversary Celebrations for our Library and benefit concerts for the Côte Saint-Luc Cats Committee.
Traffic Safety
Flashing stop signs on Kildare and Sir Walter Scott were introduced, as was the implementation of a reduced 30 km/h speed zone on Marc Chagall Avenue, new speed signs, a speed bump and bump-out sidewalk. A new stop sign was placed on Kildare Road and Rembrandt, and the bus stop was relocated further back from the 5790-building driveway. Via regular meetings with the administration at JPPS-Bialik, safety and traffic control has greatly improved. I meet regularly with the commander of Police Station 9 and the officer responsible for traffic.
Objectives
Here are some of my objectives for the next mandate.
- Ensure that residents are properly consulted on the final draft of the master plan
- Consult with city departments to determine whether there are any alternatives to relocate the snow dump.
- Continue the popular District Town Hall meetings which I introduced at the beginning of my mandate and hold these more frequently via the Zoom platform
- Create a Côte Saint-Luc Chamber of Commerce.
- Introduce a District Youth Advisory Group.
- Speak out against the province of Quebec’s discriminatory language laws.
- Work towards constituents better understanding the importance of social media and how this will give them more access to city news.

J’ai grandi à Côte-Saint-Luc et je vis dans le district 2 depuis 26 ans. J’ai été élu pour la première fois au conseil en 2005 avec 92 % des voix. J’ai une longue histoire d’engagement dans notre communauté en tant que participant aux programmes municipaux, bénévole dans un large éventail de programmes, journaliste et spécialiste des communications et 16 ans de service au conseil. En plus de mon rôle au conseil municipal, je suis responsable des communications et du marketing pour la Commission scolaire English-Montréal et j’écris pour plusieurs publications, dont The Suburban, The Jewish Standard, Montreal Jewish Magazine et The Montrealer. Je suis également le rédacteur fondateur du journal Inspirations, qui traite des besoins spéciaux.
Faits saillants du dernier mandat
- Des panneaux d’arrêt clignotants sur Kildare et Sir Walter Scott; la mise en place d’une zone de vitesse réduite à 30 km/h sur l’avenue Marc Chagall; de nouveaux panneaux de vitesse; un ralentisseur et un trottoir en saillie.
- Un ralentisseur sur Sir Walter Scott et une signalisation à la sortie du stationnement de la bibliothèque de l’Hôtel de Ville.
- Un nouveau panneau d’arrêt au coin de Kildare Road et Rembrandt et le déplacement de l’arrêt de bus à un endroit plus éloigné de l’entrée du bâtiment 5790.
- De grandes améliorations à JPPS-Bialik en termes de sécurité et de contrôle du trafic.
- Installation d’un panneau d’interdiction de faire demi-tour à l’angle de l’Avenue et de Park Place et mise en place de jardinières devant le Quartier Cavendish.
- Au parc Rembrandt, nouveaux terrains de basket, filets de football, bancs, équipements de jeux, éclairage, modernisation des courts de tennis et première patinoire extérieure.
- Améliorations et nettoyage du parc Isadore Goldberg; nouvelle entrée pavée au Marc Chagall.
- Introduction d’un nouveau règlement qui interdit désormais les scooters électriques dans les parcs.
- Inauguration de l’allée Leonard Cohen, entre le stationnement de l’hôtel de ville et Marc Chagall, nommée en l’honneur du légendaire chanteur Montréalais.
- Attention portée à ce que de nouveaux arbres soient plantés aux Jardins d’Ashkelon, derrière la bibliothèque, afin de remplacer des arbres morts et malades qui ont dû être abattus.
- Amélioration, sur l’Avenue, de l’espace vert de l’immeuble, du trottoir et du sentier menant vers Park Place.
- Rencontre régulière avec les électeurs lors de promenades dans le district, par téléphone, par courriel, lors de rencontres personnelles et de réunions Zoom.
- Organisation de la livraison de climatiseurs gratuits pour les électeurs qui en avaient désespérément besoin au cours des deux derniers étés.
- Mise au courant de façon régulière des électeurs des plans d’Hydro-Québec d’effectuer une importante mise à niveau du système électrique.
- Création d’un fonds de bourses pour aider les familles locales nécessitant une aide financière pour inscrire leurs enfants à des programmes de loisirs.
Faits saillants de mes quatre mandats.
Immeubles locatifs du District 2
J’ai régulièrement répondu aux demandes de renseignements des locataires et communiqué avec les propriétaires, notamment pour résoudre les problèmes de ventilation et de bruit des générateurs, recommandé les réparations nécessaires et identifié les violations de règlements municipaux.
Assemblées publiques du District 2
J’ai introduit ce modèle il y a 16 ans et d’autres membres du conseil m’ont suivi. Ces réunions sont effectuées en mode Zoom pendant la pandémie et leur fréquence a augmenté grâce à la création du comité consultatif du District 2. Je fais aussi régulièrement des promenades dans le district tout en maintenant un dialogue quotidien avec les électeurs en personne, par téléphone, par courriel et par les médias sociaux. Mon blogue, www.mikecohen.ca, est une plateforme de référence pour mes électeurs, qui peuvent ainsi demeurer au courant des questions importantes concernant le district et la ville en général.
Communications et affaires publiques
J’ai joué un rôle de premier plan dans la création initiale de ce service municipal en 2005, supervisé le développement de notre site web, d’un bulletin d’information distribué de porte-à-porte et de la création d’une page mensuelle d’actualités dans The Suburban. J’ai été le fer de lance d’un accord avec Kazoo Digital pour l’introduction de nos deux tableaux d’affichage électroniques dans la ville et j’ai établi une politique de relations et de réponses avec les médias.
Protection des animaux
En tant que premier conseiller à assumer cette responsabilité, j’ai continué à superviser l’important travail du programme Trap, Neuter, Release and Adopt du Comité des chats de Côte Saint-Luc. J’ai introduit un règlement exigeant un permis pour les chats d’extérieur. J’ai entamé un dialogue et communiqué avec des représentants de la SPCA et des défenseurs des droits des animaux de partout au pays. J’ai lancé un processus de consultation avec les propriétaires de chiens, créé un comité de propriétaires de chiens et fait en sorte que le parcours pour chiens sur le chemin Mackle soit subdivisé pour les petits et les gros chiens. Je suis parvenu à un consensus avec le conseil municipal pour autoriser les chiens en laisse dans un nombre limité de parcs et j’ai servi comme point de contact pour tous les propriétaires d’animaux de la communauté.
Parrainage
J’ai mis en place un processus afin de nouer des relations avec des sociétés commanditaires pour soutenir les événements et les activités de tous les services. J’ai adopté une procédure concernant tout projet futur de droits de dénomination et rencontré des chefs d’entreprise de la communauté pour évaluer leur intérêt à soutenir nos projets. J’ai également créé un programme de bourses pour aider les familles dans le besoin à s’inscrire aux programmes des parcs et loisirs.
Comités
J’ai présidé et coprésidé les festivités de la Fête du Canada, le concours de la Maison Fleurie, la classique annuelle de golf, la promenade des droits de la personne et les cérémonies d’appréciation des bénévoles, les célébrations du 50e anniversaire de notre bibliothèque et le concert-bénéfice annuel pour le comité des chats de Côte-Saint-Luc.
Objectifs
Voici quelques-uns de mes objectifs pour le prochain mandat.
- Consulter les résidents de l’avenue Marc Chagall et du chemin Kildare afin de déterminer s’il existe des alternatives pour relocaliser le dépôt de neige.
- Veiller à ce que toutes les voix soient entendues au sujet du projet de reconstruction majeure du Quartier Cavendish.
- Poursuivre les réunions populaires de l’hôtel de ville du district que j’ai introduites au début de mon mandat et les organiser plus fréquemment en mode Zoom.
- Veiller à ce que des fonds spéciaux restent disponibles pour briser la neige épaisse et sale dans la décharge de Marc Chagall au début du printemps, tout en recherchant toute nouvelle technologie qui pourrait accélérer le processus.
- Continuer à travailler à une solution avec CP Rail afin d’obtenir une résolution fructueuse au bruit inacceptable provenant de leur chantier, en particulier la nuit.
- Établir des partenariats publics-privés via le parrainage et les droits d’appellation.
- Utiliser la plateforme Zoom pour inviter davantage de conférenciers de haut niveau à la bibliothèque, comme je l’ai fait avec l’ancien chef du Mossad l’hiver dernier.
- Organiser une réunion publique pour tous les propriétaires d’animaux de compagnie

Les résidents, âgés de 18 ans et plus, inscrits sur la liste électorale, vivant sur Merrimac, Rembrandt, Kildare (entre Rembrandt et Marc Chagall), Sir Walter Scott, Ilan Ramon, Marc Chagall, Mackle (entre Cavendish et Brandeis), Quartier Cavendish, Cavendish (Le Montefiore, Manoir Camelia, L’Excelsior) Honoré-de-Balzac, Jubilee, Park Place, The Avenue et Cavendish (entre Mackle et Kildare, ainsi que les maisons près du viaduc).
